I have a business in China, and I use Bluehost for our company site. Recently I found that the Bluehost main site was blocked in an attempt to protect the domestic webhosting market, the workaround for this is to simply enter:

www.MYDOMAIN/cpanel

This should get you to the cpanel login. If you can’t do this either, it means that either you or one of the other 350 sites that shares your IP has been blocked by the Great Firewall of China. In order to prevent your site being blocked because of some other sites issues with the government, all you need to do is call up Bluehost and have them upgrade your account to a DEDICATED IP, it only costs $30 a year. I just went through this process a few minutes ago and am now accessing my site without problems. I can’t guarantee that this will solve your problem, but I think it will solve MOST problems for non-controversial sites.
I hope that this helps someone and lets all give a big hand to the support guys at BH, i have never dealt with a tech support as efficient and effective.
