Bluehost : First time making a site…..2 possibly major issues

First off, hello to all the vets out here, i am yet another newbie and do hope to learn from everyone.

1)Trying to install Vbulletin and having major issues b/c they say I have to have a SQL file for it (which I do) but I can’t get the software I uploaded via FTP from the file manager to SQL.

2)When you type in my web addy it brings up a blank page with: “Index of/ and cgi-bin (and the cgi part is clickable).

Any help on #1 is greatly appreciated.

As for #2, did I accidentally do something to cause that to come up???
