Bluehost : Forbidden Error

Im completlely new to all this and have hit a brick wall very early on..

When logging onto my new website:-

http://www.tonsmoretraffic.com

I get the following error :-

Forbidden

You don’t have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

I created a simple “Site Under Construction” page and uploaded it to my public folder but cannot see it ? What permissions need setting up or have I just missed something simple ?

Any help would be great….
