before I begin I want to say I have tried improving the speed by looking at my Firewall and Anti-virus settings, also I have tried using Filezilla SFTP Using SSH2. Still the speed is slow, and it refuces to upload a 32KB Jpeg!

Either bluehost is capping my account, because before the speed was very good. (When I first purchased the account), I am seriously considering closing the account down, I feel maybe all hosts do this from time to time.
