Bluehost How-To : Having PROBLEM installing VBULLETIN forums

I’m having a problem insalling the vbulletin forums on my site. Here is what I tried(which is not working).

*Opened “Upload” folder
*Created a folder in my main directory named “forums”
*Transfered the files in the “upload” folder in the “forums” folder I created
*after transfer was completed i typed “www.mydomain.com/install/install.php”
*….. NOTHING happened. I just got “404 Not Found The requested URL /install/install.php does not exist.”
*afterwards, i moved my “forums” folder with all of the file in it to the “public_html” folder and tried it again…… still NO LUCK.
*then tried “www.mydomain.com/public_html/install/install.php……..STILL…… NO LUCK.

Is there something i’m missing here????
