Bluehost : Site to Site Transfer?

Flash FXP (FTP client) allows you to transfer between ftp sites. I think the host has to have this enabled because I don’t seem to be able to do it with BlueHost. I’ve even tried it between 2 BlueHost packages.

It would save a lot on bandwidth usage and time.
