Dedicated Servers : Level3 network issues overseas again

Starting 5-10 minutes ago we have found that some of our clients cannot to connect to any The Planet servers at all – however they are accessible from EV1 servers or DNOW servers. Problem is absolutely the same like several days ago. May we get some real (our previous ticket was closed with no explanations given) comments?

It looks like the same Level3 issues. We have asked the overseas client to complete the traceroute and here it is:
