Godaddy Hosting : Help starting Forum Bulletin Board ie phpBB and which Godaddy package?

I live in a small community and would like to start a public based bulletin board. The intent would be for locals to post items like, (but not limited to): items for sale, items wanted, services needed, car pooling, community gardening, working green, community news and activities etc.

Just want a one-page (home page) which opened displays all of the forums on the bulletin board and will allow me to add additional categories as needed.

Since this is coming out of my pocket…sure would like to use FREE software such as “phpBB” if possible! Unless someone recommends another?

Willing to pay for a 3-year contract with Godaddy for hosting so I don’t have the forced advertising.

QUESTION: will the Economy Linux -or- Economy Windows meet my requirements to get started? If so, which platform does phpBB require..Linux or Windows?

Don’t really expect a lot of traffic (at the beginning)…and prefer to keep the site simple to use ie: read, register and post (maybe post item pictures?). Would like to potentially open it up for local advertising…if it catches on.
