Web Hosting : 301 redirection problem ?

I have Dedicated Linux server WHM/Cpanel and i have install Apache with Tomcat.
Now i have created one site domain.com and set document root directory /home/domain/public_html/english/ now when i open index.php or test.jsp it works perfectly but when i open index.jsp it doesn’t that index.jsp page it opens tomcat default page.I don’t understand why ?
Now i set 301 redirection through httpd.conf file but it gives redirection loop error.
but when i test redirection through it-exchange.com online tool domain.com/index.jsp it redirect perfectly.but through browser index.jsp page is not opening it opens tomcat default page.
