Web Hosting : Customer site suspended for porn images

We clearly state in our TOS that we will not tolerate any user having pornographic images, videos or links to other sites containing those items.

A customer of ours has been disregarding this clause in our TOS and we suspended him for it. We told him he was going to have to pay a fee to have his forum removed before we would unsuspend his account which he thinks is outrageous. He claims that he will remove it personally as soon as we unsuspend him.

Would you “Just let this slide?” and give him a one time pass?
Do you think it is fair that we charge him an administration fee for taking it down for him?
Do you think we should simply activate him and let him take care of it?
