Web Hosting : Dedicated IPand other Questions … do I need this ????

Resellers Account with customer Nameservers…

Am about to dump our old Resellers Hosting Provider due to excessive downtime, poor service etc and go with another.
When signing up one of the Add On options is :

(1)Dedicated IP – This is for one dedicated IP ARIN justification REQUIRED. Please submit a ticket to Sales to request provisioning of the IP after you place your order.

My question about this is , if I am moving over lets say 30 sites does each different domain have to have a dedicated IP or does this Dedicated IP cover my entire account and all sites ?

(2)WHMCS Unbranded Addon – Removed branding from your already preassigned WHMCS License.

Do I need this ????
