Web Hosting : Direct Admin w/ Passenger

I was wondering if getting Phusion Passenger working with Direct Admin was possible. In order for Passenger to deploy a Rails app, the document root needs to be appdirectory/public, but in Direct Admin I notice only the admin can change the VirtualHost settings. Is there way to make it so that end users can deploy their own apps somehow?
