I’ve been with dreamhost for about 3 years.
I came on in a promotion for 5GB space, 50GB bandwidth for $120 a year. I used all my 5GBs and 50GBs for fun trying to see if they would boot me (like most over sellers) they did not.
Since then they add a certain amount of bandwidth and disk space every month, and I routinely test these limits, and have never once even received an email from them

I currently have 400GB disk space, and 4TB bandwidth all for $120 a year I am currently using 25Gbs space, and around 500GB of bandwidth usually, but i did a test last month and got my space up to 300GBs and bandwidth to 2TB before I got bored and stopped.

as far as reliability. since I have been with them I have never once seen an outage on my service, and I have been keeping track. their sql can be slow at times, which erks me, but then again it’s still not hardly noticeable.

as far as download speeds. I just finished downloading a 4GB ISO at work from my website hosted on my DreamHost account at 2.9MB/s
I am an extremely happy customer, and I would recommend Dreamhost to anyone.
