I’m trying to find dedicated hosting for an education webcam website venture in East Asia. I do not know where to locate the business as maybe 60% of the customers and workers will be in East Asia, but the other 40% of workers will be in North America. I also cannot decide on whether to go with red five or Wowza as the underlying engine of the video streaming service.
The maximum concurrent users at any one time would be 80 people - 40 students and 40 instructors. The projected bandwidth for each user will be around 256 Kbps and maybe slightly more if they are using Logitech QC Pro 9000 cameras.Based on these figures I believe I would need access to at least a 100Mbit upstream connection.

So far I have found:
giga-international in Europe
and
iweb in USA
and
gogrid cloud hosting which is based in San Fran

My main concern is latency problems between users when web traffic is heavy and the servers are in Europe or USA. As far as yet , I have not found any server companies in South-East Asia that have similar line speeds to price ratio. And also ,the servers cannot be physically located in Japan , Korea for tax/legal reasons.

After this long and winding back story, can anyone suggest which streaming engine is best :

Red5 or Wowza ? ( I would pay for a license for Wowza if need be )
Where should the dedicated server be located to give the best connection between customers and teachers ?
Is a Mac server any better than a Windows server ? I had thought of a dedicated Mac X-serve server if the customer base made it feasible .
What kind of hardware configuration could handle the customer volume mentioned above smoothly and what kind of bandwidth would be needed per month ?
