Web Hosting : php and mysql code generator software

I was asked by one of our clients for some kind of code generator or simple software to use to create mysql and php scripts on the fly, mainly to write some applications, searches, sorting and so forth.. possibly even ajax.
money is not the main issue as they think this will speed up projects and save on man hours.
I did a search and found a few… none of which I have heard of in the past. can you recommend something practical, not buggy, and easy to troubleshoot or tweak its code if need be.
