Web Hosting : Windows Dilemma

Ok, a client orders a very powerful dedicated server and creates a bunch of VPS containers.

Now the client wants to install windows OS on a few of those containers.

Now, we, the datacenter, cannot give the license key to the customer cause then they can install how many ever windows OS they need on the containers.

How is the client supposed to install windows? Does he have to become a microsoft SPLA member? or what other way is there?

We have never been in this situation because we always installed windows OS and then give the server to the client. And I dont think VPS providers have been in this situation either since they too install the OS and then deploy the VPS to their clients.

Cause technically the server is on our network, and the VPS containers are on our network, but is there anyway to go about this without giving away the license key to the client?
