I’m looking for a host that allows/gives

~100gb diskspace
~500-600gb bandwidth

Does not restrict file downloads through php by way of max_execution_time or similar restriction. It’s perfectly fine if the service has a restriction such as no more than 25% CPU or memory.

Willing to pay up to $20 a month for a shared host which offers this.
